A dog neutered before puberty will have very little sex-drive, but he still may enjoy sex. I've had experiences with various neutered dogs, some of them totally uninterested, and some of them willing to at least hump my hand and have a dry orgasm. As for actual sex... I wouldn't bet on it. You might get him to mount and penetrate you, but he most likely will not particularly care for it, and any tie will be very short.
